バージョン 1511 , OS ビルド 10586.17 は変更されていません。マイナーな更新のようです。海外のフォーラム等では エラー 0x80070643 が表示されてインストールに失敗するという情報が流れています。現在は修正されたようです。
コマンド プロンプトから無理やりにインストールする方法も紹介されていますが、こと Windows 10 に関しては、そこまでやる必要は感じません。未だ不完全な OS であり、ユーザーに無償でアップグレードを勧め、ユーザーのシステム情報（失敗を含む）を収集している状況です。いわばユーザーを使って実験しているようなものです。
症状
以前のバージョンの Windows 10 から Windows 10 バージョン 1511 にアップグレードした際に、少数のユーザーで、広告 ID , バックグラウンドアプリ , スマートスクリーン フィルター , デバイスの同期 がシステムの初期設定に間違って設定される。
解決
この更新は、もしアップグレードに際して設定が保持されてない場合に、ユーザーの適用した設定を復元する。
Symptoms
After an upgrade to Windows 10 Version 1511 from an earlier version of Windows 10, a very small number of users may have had their settings for Advertising ID, Background Apps, SmartScreen Filter, and Sync with Devices incorrectly set to the system defaults.
Resolution
This update restores the user’s setting preferences if the settings were not retained through the upgrade process.
